Executive Summary
Project Overview
Issuing an accurate parking ticket in the field has long been a slow, error-prone process for municipal officers.
Every ticket requires looking up vehicle and owner details, applying the correct violations and fines, capturing photo evidence, scheduling a court date, and producing a printable copy — all while working on the move with limited time. Handling this across paper forms and disconnected systems makes it difficult to stay accurate and consistent.
CodeArrest modernized and developed an authenticated parking ticket management platform that brings the entire ticket lifecycle into one continuous, web-based workflow.
By combining live lookup data, automated validation, photo evidence capture, court scheduling, and dedicated ticket printing into a single flow, the platform helps officers issue accurate, print-ready tickets in minutes, right from the field.
01 / Challenge
The Business Challenge
For every parking ticket issued, officers traditionally needed to:
Look up vehicle and owner details manually.
Apply violation codes and fines by hand.
Record photo evidence separately.
Coordinate court dates through a different system.
Print or handwrite ticket copies.
Re-enter the same ticket data into backend records.
Managing this across paper forms and multiple disconnected systems made it difficult to keep tickets accurate, consistent, and fast to issue.
Common Pain Points
Manual vehicle and owner lookups.
Error-prone violation and fine entry.
No integrated photo evidence capture.
Inconsistent, unreliable ticket printing.
Repeated data entry across systems.
Disconnected court scheduling.
The client wanted a single, authenticated application that could handle the entire ticket lifecycle from lookup to print without manual re-entry or paperwork.
02 / Approach
Our Approach
Rather than patching the existing legacy system, we modernized it into a single, authenticated web application built around the complete ticket lifecycle.
The solution lets officers move from login to a completed, printed ticket in one continuous flow pulling live lookup data, validating entries, and capturing evidence along the way.
This approach reduces manual data entry and printing errors while keeping the process fast enough for real-world field use.

04 / Workflow
End-to-End Workflow
01
Officer Login
Officers securely log in through role-based authentication before accessing the ticket system.
02
System & Municipality Data Load
The app loads live officer, municipality, and system reference data needed to create a valid ticket.
03
Vehicle & Owner Lookup
Officers enter the vehicle's registration number and state to automatically pull owner and vehicle details.
04
Violation & Fine Selection
Officers select applicable violations, with fines calculated and validated automatically.
05
Photo Evidence Capture
Officers attach photo evidence through direct image upload or webcam capture.
06
Court Session Scheduling
Officers assign a court date from available sessions, with valid days highlighted on a calendar.
07
Ticket Printing
The completed ticket prints directly to a dedicated police/court printer, with standard browser printing available as a fallback.
08
Save & Reset
The ticket is saved to the backend system, and the screen resets automatically for the next entry.
05 / Features
Key Features
Integrated Vehicle & Owner Lookup
Pulls accurate owner and vehicle details directly from registration and state data.
Automated Violation & Fine Calculation
Reduces manual errors by validating violations and fines as they're selected.
Photo & Webcam Evidence Capture

08 / Significance
Why This Project Matters
Public-sector tools often lag behind modern standards, despite supporting high-stakes field work.
This project demonstrates how a legacy application can be modernized into a fast, reliable, single-flow experience without disrupting the workflows officers already depend on.
Instead of replacing the officer's judgment, the platform removes the manual friction around lookups, printing, and paperwork — helping officers issue accurate tickets faster and focus more on the field.
